Years of storms have damaged F dock at the Oak Harbor Marina to the point that repairs are estimated to cost just over $700,000.

F dock is the farthest from the marina’s entrance and is most exposed to the wind. There are bump-outs with picnic tables enclosed by wooden walls along the dock, and several storms have damaged one area so much that some of its walls fell off.

The city submitted an insurance claim after a windstorm in 2020 damaged F dock and filed another claim after a second storm in early 2021 damaged it further.

City council members agreed to award a contract to American Construction Company from Tacoma for repairs and improvements to the dock. The company submitted a bid for $913,344.30 for the work.

The biggest repairs may be the metal guards put around the metal piles that hold the dock in place, also called pile guides, which are worn down and rusty, explained city engineering project manager Brett Arvidson during Tuesday night’s council meeting.

In some areas, the pile guides have rusted through. Replacing them is the city’s biggest priority, he added.

The engineer’s estimate to fix the storm damage, replace pile guides and repair parts of the concrete floats totaled $1,202,000. Some of the desired items exceeded available funds so the city chose to remove them from consideration.

After the items were taken out, the city estimated that the project would cost $704,800.80.

The city will use a combination of the insurance settlements, marina funds and a grant for $392,000 from the state Department of Commerce to pay for the project.
