Projects to build hundreds of new homes around Oak Harbor are inching forward, with one of the largest construction companies in the nation snapping up a big project just south of the city.

Development Services Director David Kuhl updated Oak Harbor City Council members on several construction projects during a workshop meeting on Wednesday.

The Garry Oaks plat, a large property with plans for 135 homes on Highway 20, has sold to construction company DR Horton, Kuhl said.

The property used to be owned by Garry Oaks, LLC but was delayed when two of the three partners alleged the third mismanaged the project and asked a judge to remove him earlier this year.

Records from the Island County tax assessor show that Garry Oaks, LLC sold it to Oaks Village 135, LLC for $4,240,953 on July 20. Kuhl said DR Horton is reviewing the work that has previously been done on the project so it can move forward.

A 46-home project on Swantown Road called Marin Woods has received construction permits and has started infrastructure work.

Nearby, the model homes at Howard’s Pointe property on Fort Nugent Road have been completed. There are 19 homes planned for the site.

Real estate developer Scott Thompson’s two properties are still in progress. Building plans for his 11-home property in Scenic Heights have been approved, Kuhl said. Staff are working on a development agreement with Thompson for his Hillside property on the hill above Safeway. It is planned to have 192 lots with 70 homes built in the first phase, Kuhl said.

There are 232 housing units in various stages of the application and construction process in the city, according to Kuhl’s update.

There are several business changes coming up as well. Two dentist offices are in progress; one is still in the application process while Whidbey Dental Associates on East Whidbey Avenue is under construction.

Staff are still working with the applicant for U-Haul rental and storage facility on the north side of the city on Highway 20.

The Mexican restaurant El Cazador has plans to renovate its east facade.

An applicant has told the city of plans to create a building with medical or professional office space and a restaurant on the lower level with residential space on top at 1091 Southeast Pioneer Way.
