Island man accused of dog cruelty

A 54-year-old Oak Harbor man is accused of strangling a dog.

A 54-year-old Oak Harbor man is accused of abusing a dog named Luke, according to court documents.

Prosecutors charged Randy R. McCall in Island County Superior Court Nov. 20 with animal cruelty in the first degree. If convicted of the charge, he could face from nine months to a year in jail under the standard sentencing range.

McCall appeared in superior court on Monday. The deputy prosecutor asked the judge to set McCall’s bail at $15,000 based on his “very significant criminal history” in Washington and Florida and his history of missing court dates. The judge agreed.

The owner of a downtown restaurant called the police just after midnight on Nov. 16 to report seeing an intoxicated man choking a dog.

The man told the officer that the dog owner, later identified as McCall, was walking with the pit bull mix through the parking lot and became frustrated that the dog wouldn’t obey his commands. McCall unexpectedly pinned the dog to the ground and strangled him until the animal lost consciousness, the officer wrote in a report.

McCall then dragged the dog by its collar toward an apartment building while witnesses called 911, the report states.

The responding officer found McCall lying between two cars in the parking lot while the dog casually walked around the lot. The dog appeared to act normal, the officer noted.

The officer woke up McCall, who had blood on the side of his face. He said the dog pulled on the leash and caused him to fall and hit his face.

McCall became angry while talking to the officer and starting yelling at the witnesses, accusing them of voting for Kamala Harris. The witnesses provided a video that appeared to show McCall pushing the dog down and strangling him until he looked lifeless, the report states.

The dog was taken to the WAIF animal shelter.

The next day, McCall told the officer that he shouldn’t have had so much to drink and didn’t remember harming his dog, the report states.
