I want to tell you about an outstanding job the Island County Public Works Department did in the planning and development of a newly designed Frostad and Dike roads. These two roads that are north of Oak Harbor have been in dire need of reconstruction.

The area is a critical habitat area containing wetlands, home business blueberry farm, a very large dairy farm, and features one of the most beautiful views of Mount Baker. This area contains the Navy’s water retention ponds that allow the recycled water to run into Dugualla Bay.

Public Works held public meetings and had not one dissenter in the neighborhood. Traveling on Frostad in the last snowstorm allowed passage with ease. A retention wall was designed to allow water to pass through stones held in wire mesh. The inconvenience of not having access through Frostad while the road was under construction has been forgotten. We have a newly designed wetland area that is attractive and is still undergoing more design evaluation.

This area is just behind Penn Cove in the natural beauty it offers to the area residents.  It is an area that can provide an outstanding habitat for salmon fry.
