Police Chief Ed Green said the officers brought out the big guns because the suspect, Michael W. Miller, has a history of being combative with law enforcement.

Miller was taken into custody without incident but was taken to the hospital because of a heart condition.

Chief Criminal Prosecutor Eric Ohme charged Miller, 57, in Island County Superior Court Tuesday with four counts of rape of a child.

Green asked that anyone who may know of additional victims or has information about the case to call ICOM dispatch at 360-679-9567 and ask to speak with Detective Lisa Powers-Rang.

Miller is accused of raping and molesting three girls as young as 8 years old over several years, according to a report by Powers-Rang.

One of the girls told Miller’s wife about the abuse earlier this year but the woman told the girl to keep it a secret, saying that her parents would be mad at her “for letting him do that to her,” the report states.

The woman could face a criminal charge.

“Witness tampering is a serious crime,” Ohme said. “Anytime that we have evidence that a person has tried to convince crime victims or witnesses not to come forward or not to be truthful, we consider charging witness tampering.”

The abuse stopped after the girl told Miller’s wife. Child Protective Services reported to police last week that the 11-year-old child disclosed the years of abuse.

The police report describes an incident in which Miller molested two young girls during a sleepover at his home. One of the girls cried as he was molesting her; the other girl held her friend’s hand “because she didn’t know what to do,” Powers-Rang wrote.

The day after Miller was arrested, the mother of a 7-year-old girl contacted police and said the girl disclosed being raped by Miller, the detective wrote.

The woman and girl no longer live in Oak Harbor.

Miller is being held in Oak Harbor jail. His bail is set at $250,000.

Miller’s criminal history includes misdemeanor arrests for obstruction of police officers, disorderly conduct and resisting arrest, court documents indicate.

If convicted of the charges against him, Miller would face an indeterminate sentence of up to life in prison, with a standard sentence range of 20 to 26.5 years in prison.
