Oak Harbor Police Department Patrol Officer Serloyd Carter is a rising star in the OHPD. One month before his third year anniversary with the department, Carter earned the 2009 Patrol Officer of the Year award.
“It’s a great achievement after three years,” said Mayor Jim Slowik during a recent City Council meeting.
Carter’s wife, Robin, mother-in-law, father-in-law, and sister-in-law also attended.
Chief Rick Wallace presented Carter with a plaque and gold badge for his model behavior.
“The purpose of the award is to recognize an officer who exemplifies the qualities that make this profession one of which we can all be proud,” Wallace said.
Carter ranked in the top 25 percent in eight of the nine categories used to measure the quality of service in the patrol division, including the quality of his investigative reports, positive teamwork within the law enforcement community and positive interaction with the public.
In addition to his patrol duties, Carter is a department drug recognition expert officer, hostage negotiator, firearms instructor and portable breath test equipment maintenance officer.
The City Council is familiar with Carter, who appeared before the body last year to receive the department’s Life Saving Award.
