A pedestrian was killed on Highway 20 Thursday evening at an accident-prone intersection near the Coupeville traffic light.

The Washington State Patrol has identified the woman as Coupeville resident Toni Chapman, 61. She was struck by two vehicles at about 5:52 p.m. and died at the scene. Her next of kin were notified by the Island County coroner.

According to a state patrol news release, Chapman was walking in the southbound lane near the intersection of Ebey Road and NW Broadway when she was struck by a 2001 Ford Taurus driven by Wilma New, 76, of Langley.

Chapman fell onto the northbound lane of Highway 20 and was then struck by the second vehicle, a 1994 Chevy Suburban driven by Adan Sifuentesgarcia, 18, of Oak Harbor.

Island County Coroner Robert Bishop said it appeared that Chapman was crossing the highway when the accident occurred. He said there was no way for the drivers to avoid hitting her; it was dark and windy at the time.

“She suffered devastating injuries that were immediately fatal,” Bishop said.

The accident occurred near a crossroads of pedestrian trails that are well used. Bishop said Chapman was known for walking around the Coupeville area. She was wearing dark-colored exercise clothes when she was struck.

“It was a tragic accident,” said Chad Michael, battalion chief for Central Whidbey Fire and Rescue.

Michael, the command officer on the scene,  said a Whidbey General Hospital ambulance crew was the first of the emergency responders to arrive. A few good Samaritans were there as well helping New, who he said was treated for minor injuries.

Michael noted that this was the fourth major accident to occur at this intersection this year. Chapman is also the second pedestrian killed there in the past two years. Coupeville resident Everett Coffman was killed in nearly the same spot in February of 2010.

The accident shut down Highway 20, from the Coupeville light to Sherman Road, for hours. The news release from the state patrol cited the cause as “pedestrian in the roadway” and said no charges are pending.

Chapman was a resident of Cam-Bey Senior Apartments in Coupeville.

“The family is very distraught,” said Pat Weekley, the manager of the apartment building. “We at Cam-Bey are very saddened and upset.”

Chapman had three adult daughters living in Oak Harbor, Mount Vernon and Abilene, Texas.

Chapman was the fourth person to die in a traffic related accident on Whidbey Island in the past week. On Saturday, three young men were killed in a one-car accident on Wilkinson Road north of Clinton.
