A Level 2 sex offender will be living on the 1600 block of Zylstra Road on North Whidbey, the Island County Sheriff’s Office reported.
Christopher E. Culter, 29, previously lived in Cowlitz County, where he committed his crimes. He has a history of repeatedly sexually assaulting his sisters when they were young children.
As a Level 2 sex offender, Culter is considered a “moderate risk” of reoffending.
The sheriff’s office reported that Culter was arrested as a juvenile in 1999 for two counts of second-degree rape, six counts of rape of a child in the first degree and four counts of incest. His victims were his 7- and 10-year-old sisters.
The court sentenced under the Special Sex Offender Disposition Alternative, which is a program that provides intensive treatment and supervision for low-risk juveniles in lieu of lengthy detention.
His special sentence was revoked, however, after he stole his father’s van and he was sent to detention.
In 2003, Culter pleaded guilty to an incest charge for sexually assaulting one of his sisters again. He spent five years in prison.
Culter was also convicted of failing to register as a sex offender and illegal possession of a firearm.
Culter is required to register for life, unless relieved of the duty by the court. He’s not currently being supervised by the Department of Corrections.
