“Criminal charges against an Oak Harbor and Freeland-based mental health counselor accused of sexually assaulting female patients may become much more serious.Island County Deputy Prosecutor Mike Henegen said he plans to amend the indecent liberties charge against 59-year-old Glenn Jolley to include second-degree rape and attempted indecent liberties at an Island County Superior Court hearing Aug. 24.Henegen said investigations into Jolley’s history have continued since one of Jolley’s patients accused him of sexually fondling her during a January counseling session. It turns out that at least eight of his former clients have accused Jolley of sexual misconduct over the past 10 years.In 1994, a 15-year-old girl claimed that Jolley raped her when he drove her home after a counseling session. The girl, who was seeing Jolley because of abuse issues, said he offered her a ride home then drove her to a secluded spot and raped her. County detectives investigated the case, but the former prosecutor didn’t charge Jolley.Henegen said the rape case against Jolley is stronger now because of all the other accusations against him.In addition, Jolley is accused of attempted indecent liberties in a case from 1999. A woman complained that Jolley sat on a couch with her and hugged her during a counseling session. She said he attempted to fondle her breast, but she refused his advances.Henegen said the prosecution needs the court’s permission – Judge Alan Hancock’s official OK – to amend the charges. If convicted of second-degree rape, Jolley could face up to 8 1/2 years in prison.The case against Jolley has been delayed because Hancock ordered Jolley to get a new attorney earlier this summer. Hancock determined that his original attorney, Christon Skinner of Oak Harbor, had a conflict of interest because he represented one of Jolley’s alleged victims in a divorce case.The Department of Health took emergency action this spring and suspended Jolley’s license to practice because of four new complaints against him. “
