John J. Spencer, Sr., received the Navy Meritorious Civilian Service Award and Medal from Capt. Michael Nortier, NAS Whidbey Island Commanding Officer, on Oct. 28.

The citation, signed by Rear Adm. Jeffrey Ruth, Commander, Navy Region Northwest, honored the Installation Site Manager for Non-Guard Services and Installation Security Director for his work from January 2012 to May 2014.

Spencer directed 230 naval and auxiliary security forces, Naval Reserve and civilian personnel in executing the highest level of anti-terrorism, force protection, physical security and law enforcement operations.

His efforts also led to base recognition as the best naval security force training program and anti-terrorism force protection program within Commander, Naval Installations Command during the March 2014 higher headquarters operational assessment.
