In response to defacing U.S. currency, it is only illegal when done with intent to render it unfit to be reissued.

Anyone who has been passed one of these bills is well aware that they have not been rendered unusable. They are, in fact, very useable and in good shape.

Speaking with bank managers specifically about stamping of bills, I have been told that it is perfectly permissible for bills to be stamped and that they have not seen any stamped bills locally, of any persuasion, which had to be replaced because they were “rendered unusable.”
