Oak Harbor NJROTC students place 1,500 flags on veterans’ graves November 12, 2016 1:30 am On Saturday, Nov. 5, members of Military Officers Association of America, Oak Harbor High School’s NJROTC and Boy Scout Troops 4059 and 4081 placed about 1,500 flags at the graves of deceased veterans in Island County cemeteries.
