“Oak Harbor and Freeland-based mental health counselor Glenn Jolley could be facing more than 16 years in prison if convicted of new charges that have been brought against him.Island County Deputy Prosecutor Mike Henegen amended a single indecent liberties charge against the 58-year-old Clinton resident Aug. 24 to include second-degree rape and attempted indecent liberties.Jolley pleaded not guilty to all charges.Jolley is accused of raping a 15-year-old patient in 1994. Investigators allege that he offered to drive her home after a counseling session, but instead took her to a private location and raped her.County detectives investigated the case, but the former prosecutor didn’t charge Jolley. Henegen said the rape case against Jolley is stronger now because of all the other accusations against him. At least eight of his former female patients have accused him of sexual-based harassment or molestation.The investigation into Jolley’s past began in January after a patient reported to police that he fondled her breast during a counseling session. He was charged with indecent liberties early this year.In addition, Jolley is accused of attempted indecent liberties in a case from 1999. A woman complained that Jolley sat on a couch with her and hugged her during a counseling session. She said he attempted to fondle her breasts, but she refused his advances.Jolley’s attorney, Mark Mestek of Everett, asked the court for the Department of Health’s investigation into the girl’s complaint that Jolley raped her. The agency looked into the complaint and did not take any punitive action against Jolley after finding that the evidence did not support a violation, according to a letter from the Department of Health in the court file.The Department of Health took emergency action this spring and suspended Jolley’s license to practice because of four new complaints against him. “
