An Oak Harbor woman struck and paralyzed a bicyclist with her car while under the influence of methamphetamine and marijuana during the summer of 2020, according to court documents.

Prosecutors charged Brittany Kyia Wright, 28, with vehicular assault in Island County Superior Court Jan. 26.

According to a report by a detective with the Washington State Patrol, Wright was driving a 2002 Honda Civic south on Highway 525 in Freeland just after noon on July 28, 2020. The report states that Wright had driven off the road and was traveling partially on the shoulder and partially in the adjacent ditch when she hit Stephen P. Cairns, who was biking on the shoulder.

Cairns was ejected from his bicycle and hit the hood, roof and windshield of the Honda, the report states. A sergeant with the State Patrol who responded to the incident did not see any indication that Wright braked before or after hitting Cairns, the report indicates.

Cairns, who is currently 25 years old, suffered a broken leg, a broken pelvis, several fractured vertebrae and a severe spinal cord injury resulting in paralysis from the waist down, the detective wrote.

According to the report, two people reported seeing the Honda being driven erratically prior to the collision with the biker. Investigators found paraphernalia associated with smoking methamphetamine in Wright’s car, the report states.

Wright, who sustained only minor injuries, tearfully told responders that she had hit the cyclist and that she was en route to a rehab appointment, according to the police report. She was transported to Providence Medical Center in Everett by ground transport; Cairns was taken there by airlift.

A blood toxicology report revealed methamphetamine and THC in Wright’s system, court documents indicate.
