A suspect in the shooting Friday at the Cascade Mall in Burlington was arrested in Oak Harbor today.
Law enforcement officials identified him as Arcan Cetin, a 2015 graduate of Oak Harbor High school.
Court records shows that he was a defendant in seven cases in Island County District Court from 2013 to 2015. KIRO News reported that he was ordered to get a psychological evaluation in a misdemeanor assault case.
The shooting in the women’s Macy’s store took the lives of five people — four women and a man — and injured another woman.
Law enforcement officials explained at a press conference tonight how the suspect was caught. Investigators on a task force in Skagit County were able to identify Cetin as the suspect after his car was placed at the mall by security footage. The task force reached out to police in Oak Harbor.
Lt. Mike Hawley with the Island County Sheriff’s Office explained that he was in the process of putting together information about Cetin to distribute to deputies when he heard over the radio that Oak Harbor police had found his vehicle.
Hawley and other deputies drove to the site to help. On the way, Hawley saw a man he instantly recognized as the suspect on Oak Harbor Road at Northeast Seventh Avenue.
Hawley did a U-turn; he and a reserved deputy quickly took Cetin into custody without a struggle.
“He said nothing,” Hawley said. “Kind of zombie-like is best I could describe him.”
Hawley, the former Island County sheriff, is known in the department for his ability to track down wanted people.
Oak Harbor resident Chris Wathen said he witnessed the arrest when he was hanging out on Oak Harbor Road. He said suddenly about nine cop cars showed up, officers ran out and about 30 seconds later he saw police escorted the suspect in suspects.
