New storm damage added to marina repair contract

The outermost dock at the Oak Harbor Marina was seriously damaged in a windstorm for the third time in two years on Nov. 15.

At an Oak Harbor City Council meeting, the council passed an emergency motion to pre-authorize the mayor to sign any necessary contract amendments or change orders to repair F dock.

The dock was damaged in February 2020 and January 2021 windstorms. City Project Manager Brett Arvidson explained to council that the city already went through the city’s insurance provider and obtained necessary permits to fix the damage from the two storms.

But then high winds returned this November, complicating the repair plans. Arvidson said there were sustained west winds of more than 50 mph and gusts up to 62 mph.

The staff is still evaluating the extent and costs of the new damage, he said. In August — prior to the most recent storm — the cost was estimated at $700,000.

City staff hopes to incorporate the new work into the current contract so that all the entire project can be done at once. Arvidson said the project is supposed to start soon; the window for work on the water is narrow due to environmental concerns.

In August, city officials said the city would use a combination of the insurance settlements, marina funds and a grant for $392,000 from the state Department of Commerce to pay for the project.

Arvidson said the insurance company approved of the plan to incorporate work on the new damage into the existing contract.
