First, print in the Whidbey News-Times in organizational chart format, the breakdown of every department in the county, then the position descriptions along with the position’s hourly pay or salary or contract wage and yearly totals for that position. Include all full-time positions, part-time positions and contract labor. Don’t miss a penny. In a separate chart, list non-personnel expenses by category for money spent for the past three years. Again, don’t miss a penny. Then listen to the taxpayers’ suggestions.
Second, tell the taxpayers why, after the huge decline in property values, our taxes have not been lowered. It’s been almost two years and home sale “sold” prices are way below what they were previously.
