Rape of a 13-year-old child charged

A 26-year-old Oak Harbor man is accused of raping the underaged daughter of a friend, according to court documents.

Prosecutors charged Michael Moore, Jr., in Island County Superior Court March 9 with the rape of a child in the second degree and distribution of a controlled substance.

Moore pleaded not guilty May 29. On June 11, Judge Vickie Churchill reduced his bail to $25,000 from $50,000.

According to a report by Oak Harbor Police Detective Carl Seim, the 13-year girl reported last October that Moore had raped and molested her numerous times over the summer. The assaults occurred at the girl’s home, a motel and at a friend’s apartment, the report states.

The girl said Moore also gave her marijuana to smoke, Seim wrote.

The alleged victim claimed that the assaults began when her mother let Moore live at their apartment last summer. He was a trusted friend of the girl’s mother during that time. He currently is listed as a transient and has been living out of his car, Seim wrote.

After Moore was arrested, he denied all allegations of wrongdoing. He said he treated the victim and her sibling as his own children; he bought them school clothes, food and took them out to eat.

If convicted of the charges, Moore would face from seven years and two months to nine years and four months is prison under the standard sentencing range.
