Glenn Jolley charged with indecent liberties in Island County Superior Court

“Glenn Jolley, a 59-year-old counselor who has offices in Oak Harbor and Freeland, was charged with indecent liberties in Island County Superior Court Thursday as investigators continue looking into allegations that he sexually molested a series of patients over the last decade.The charge stems from an incident in which a 41-year-old woman claims Jolley sexually fondled her during a Jan. 16 counseling session.Island County Deputy Prosecutor Mike Henegen said detectives from both the Oak Harbor Police Department and the Island County Sheriff’s Office are investigating other allegations that he sexually assaulted or sexually harassed patients.The Sheriff’s Office is looking into a 1994 case in which a 15-year-old girl accused Jolley of raping her. The accusation was previously investigated but charges were never filed. Since 1991, seven women have accused Jolley of sexual misconduct. The Washington State Department of Health took correction action against him in 1995 and is currently investigating two new complaints against him.Four women have filed lawsuit against Jolley claiming malpractice and professional negligence. Two have been settled; the other two were filed in the last month.Jolley was arrested Monday. Henegen said a couple more of Jolley’s alleged victims have come forward since a story about him appeared in Wednesday’s Whidbey News-Times.Prosecutors may try to use Jolley’s alleged history of sexually abusing and harassing women as evidence in the indecent liberties case. Prosecutors may be able to show that Jolley’s behavior has followed a common scheme or plan over the years, Henegen said.Jolley denies the most recent accusation that he molested a patient. He said the history of accusations against him has no bearing on this case and happened over a great number of years.They were all dealt with on some level, Jolley said. “
