Donna E. Milling Fraser: January 14, 1933 – April 15, 2025

Donna was born in Covina, California to Clarence and Dorothea Milling. Donna grew up in a Navy family, moving at a young age to Hawaii for four years, then back to southern California, where Donna met her husband Bob met at Fullerton High School.

Bob had joined the Navy just before they were married, so Donna adapted quickly to being a Navy wife. She and her family lived all over the US and in Japan for 3 years, where Donna taught English at a Japanese School.

Donna enjoyed traveling and experiencing new places. She was an excellent baker and cook, with a gift for hospitality and charity.

After Bob retired from the Navy in 1981, they made their home in Oak Harbor and Donna enjoyed living near her children and grandchildren. She was also a Deacon, Elder, Stephen Minister, and wedding coordinator at the Whidbey Presbyterian Church for 28 years.

Donna passed away peacefully at the age of 92. She is survived by her two children Lori Stewart (Jim) and Robert Fraser (Cheryl), 7 grandchildren, and 7 great grandchildren. Her husband Bob and son Michael predeceased her.

Her service will be held at the Whidbey Presbyterian Church, 1148 SE 8th Ave. Oak Harbor, on Saturday, May 3 at 1:00pm. Family and friends are encouraged to share memories and condolences at www.whidbeymemorial.com.
