JoAnn Duggan

JoAnn Duggan, 72, 17-year resident of Coupeville, died at her home August 30, 2004, following a year-long battle with cancer.

Mrs. Duggan was born in Las Vegas, New Mexico, on Jan. 19, 1932, to Donald and Darla Sickenger. She was raised in Las Vegas, N.M. JoAnn married Randolph Freeman “Randy” Duggan III on Feb. 7, 1953. They moved to various places in the United States while Randy worked for an oil company, including Dallas, Texas, Billings, Mont. and Casper, Wyo. The couple came to Coupeville in 1967. After a time away from Whidbey Island, they returned and again settled in Coupeville.

JoAnn is survived by her husband Randy; two sons, Stephen Duggan of DuPont, and Randolph F. Duggan IV and wife Patti of Cashmere; two granddaughters, Melanie and Diana Duggan; one sister, Donna Lee Recker of Boise, Idaho.
